El 5 de abril de 1992, el entonces presidente Alberto Fujimori -respaldado por las fuerzas armadas- decidió cerrar temporalmente el Congreso de la Nación argumentando entre otros motivos, que  obstruía “la lucha contra la subversión” que representaban Sendero Luminoso y el MRTA.
